One day in December 1947, a meeting was held to discuss the constitution establishing in the presence of Kim Il Sung.
The meeting dealt with the order of chapters of the constitution.
When Kim Il Sung asked officials whether they had any opinions on the order of the constitution chapters, they answered that they had no ones.
Kim Il Sung became serious. It was because that the chapter of citizens’ rights and duties was reflected at the last part of the draft.
The then constitutions in other countries had the chapter of citizens’ rights and duties at their last part. So the officials followed them as they were.
Being lost in thought for a while, Kim Il Sung said the officials’ arranging the constitution order did not fit realities of the country. He said that the DPRK’s constitution should place the people’s democratic rights and freedom at the first part of the constitution.
It was not a simple change of order. It explains the position of the Korean people who became the masters of everything thanks to Kim Il Sung’s noble view of the people that regards them as the God.
