The news that the neutrality pact was concluded in 1941 between the Soviet Union and Japan shocked the world. This shock affected the men of weak will. At several other meetings, he also said that it was necessary to prepare the revolutionary forces and further intensify activities of the KPRA small-units and groups with the revolutionary awareness that they were masters of the revolution and with firm faith that they could consummate the Korean revolution by their own efforts despite of all difficulties.
