At present, view and stand of countries and nations toward human rights is different, and even the international human rights law documents adopted up to now fail to give a unified and proper formulation on it. Furthermore, the imperialists violate independence of other countries and trample down human rights of their people while spreading distorted views on human rights.
In such circumstance, it is impossible for a state to provide the people with genuine human rights and properly settle the human rights issues by frustrating arbitrariness and highhandedness by domination forces if it is lack of a correct view of human rights.
Centring on man and based on concrete situation and practical experience of the country, the DPRK makes efforts to defend and realize genuine human rights with correct view and stand toward human rights.

Human rights are the independent rights, the masses of the people embody human rights and human rights imply the sovereignty--this is the DPRK’s view and stand toward human rights.
Essence of human rights should be defined proceeding from man’s nature as they are the rights of man.
Independence is nature of man and realizing independence is the independent rights, that is, the human rights.
The masses of the people demand independent rights, the genuine rights to live and develop independently and creatively free from all fetters of nature and society, and they possess of the most powerful creative capability to materialize the rights.
Human rights the masses of the people demand and realize are the ones, in a true sense of meaning, that satisfy the demands of both collective and its individual members.
The “human rights” claimed by the exploiter class and reactionary groups which infringe upon independence of the masses are contrary completely to the common demand of society as the anti-popular ones which suppress and trample down independent demands of individuals.
The popular masses’ human rights are ensured with a national state as a unit, and securing the human rights of the masses with a national state as a unit is the independent right of the state.
All people of the world exercise human rights to realize their independent demands under the guarantee of the country where they live. This implies that human rights are ensured and guaranteed not by interference or instruction of other country or an international organization but by independence of each country and nation, their politics of independence.
That is why the DPRK asserts that the human rights imply the sovereignty.
The DPRK’s view and stand toward the human rights is based on the Juche idea, the man-centered and scientific ideology to defend and realize independence of the masses of the people.
