Youth Day was instituted at the initiative of Chairman Kim Jong Il.
One day in May 1990 when he had talks with officials in charge of youth work, the Chairman explained with pride that, though young people were a source of trouble in many other countries, the DPRK ones were a pride of the country and they were the best in the world.
Then the Chairman said that it was necessary to institute the Youth Day so as to give prominence and encouragement to the young people.
One day in January 1991, the Chairman also told the officials that it would be advisable to institute the Youth Day by choosing one day among the significant days when President Kim Il Sung led the youth movement. The Chairman told it to the President.
A few days later, the President sent an autographic message that it would be good to institute August 28 on which the Young Communist League of Korea was formed in 1927 as the Youth Day.
Like this, the Youth Day was instituted thanks to benevolent love of the President and the Chairman who regarded and put forward the young people as reliable pillars shouldering future of the country.
