Officials once planned to build an enterprise, which was profitable economically, on the upper part of a river flowing across the seat of a province.
It was a quite good location for the enterprise. It had such several advantages as that it was enough industrial water as it was located by the river, that its transport condition was good and that it was not far from the enterprise supplying raw materials.
What they worried about was that the river was near an area of residents. But they thought that there would be no problem if they took an appropriate measure to purify sewage.
Being told, Chairman
After a few days, the Chairman was satisfied when he heard that a site was newly decided for the enterprise. He said that there might be several conditions in deciding the enterprise site but the most important was to seriously consider what influence it would have on the people’s living.
The Chairman said that harming the people could not be allowed however profitable it might be economically.
