One day in January, 1990, Chairman Kim Jong Il told officials that the driving force of the revolution and construction is the masses of the people and they have inexhaustible strength and wisdom and that the Workers’ Party of Korea is a party that serves the people and all its lines and policies are run through by everything for the people.

The Chairman said that Party workers regard it as a habit to go among the people, learn from them and share sweets and bitters with them and as a great honour and pride to serving the people.

After a while, the Chairman said that an official can be a true Party official of Juche-type only when he or she serves the people with faith and enjoys support and love from them and that the People’s Army has the slogan We Serve the Country! and the Party workers officials should have the slogan We Serve the People!
