The respected Comrade Kim Jong Un put forward an idea on building up of state anti-epidemic capability in his report On the Tasks for Controlling the Current Emergency Anti-epidemic Situation and Building up the State Anti-epidemic Capability made at the 5^th Plenary Meeting of the 8^th Central Committee of the Workers’ Party of Korea.

The state epidemic prevention capability is the integrated whole of consolidated work system and order, technical personnel, material foundations and potentials capable of containing, controlling and defusing any possible health crisis initiatively in a stable way.

The essence of idea on building up of state anti-epidemic capability is to perfect the state capability for coping with crisis so as to take the initiative in and offensively control any sudden epidemic crisis. In other words, it is to make institutional, human, material and technical preparations capable of preemptively and effectively control the outbreak, inroad and spread of epidemic threatening the people’s life seriously.
