He examined in detained the documents including the report and chairing speech again and the procedure and methods.
Then he asked the official who was in charge of the preparation of the meeting how long the report on state budget would take and told him to let the deputy who was to read the report to reduce the time by practicing well.
And he found more solutions to reduce the time by restudying the whole procedure of the meeting like printing and distributing the report to the deputies in advance, the items of agenda etc.
Various methods like briefing the opening and closing speeches and reducing the time of reading the report were pursued as he intended.
On April 11, 1991 the Second Session of the Ninth Supreme People's Assembly was held in presence of the President and the Chairman.
The meeting was successfully held without overtaking the scheduled time even a minute.
When the meeting was finished the Chairman said to the official with satisfaction that the morning session as well as the report was well done.
And he thanked him for having reduced the time of the session.
(The official thought that he is deserved the thanks, not us.)
The official was embarrassed.
Only eight minutes were spared.
But the Chairman spent twenty days for those eight minutes. Those were the hours and days that he devoted to spare even a minute for the aged President.
All of his energies and efforts reading the documents more than ten times and giving instructions to the officials and personally examining the time were reflected in that eight minutes.
