One October day in 1993, Chairman Kim Jong Il had a meeting with the commanding officers of the People’s Army and gave valuable instructions that the People’s Army should be further strengthened and developed.
Kim Jong Il taught that the army, no matter how powerful it may be, can be defeated in case military climate is not set up properly, adding that the People’s Army should organize and conduct all work and life as suited to its peculiar characteristics in order to fulfill its mission and duty.
Kim Jong Il stressed that the most important in setting up revolutionary military climate is to establish a thorough system of orders and commands in the People’s Army and what is essential here is to make the whole army move as one under the command of the Supreme Commander.
