One September day in 1994, Chairman Kim Jong Il met a senior official of the People’s Army and gave programmatic instructions that would serve as the guiding principle in setting up military climate.
Saying that setting up of military climate is not confined to soldiers, Kim Jong Il earnestly taught that generals and officers are the main in setting up military climate and they should command and manage their units as required by military regulations.
The official felt guilty as he had regarded the setting up of military climate as the one confined to solders.
Kim Jong Il stressed that generals and officers should be a good example in acquiring habit of studying military regulations and this stimulated the official to realize the importance of setting up of military climate.
Accordingly, a demanding drive for setting up military climate was launched first among generals and officers.
