One March day in 1985 Chairman Kim Jong Il came to the construction site where the second-stage building of Changgwang Street was in full swing. Acquainting himself in detail with the building of apartments, Kim Jong Il came to know that a garage was being built in a residential quarter.

Looking at a newly-built folding screen-style high-rise apartment, Kim Jong Il asked the number of its households.

Being told that there are 800 households in the apartment, Kim Jong Il said that the number of children would be over 2 000 and they would have no place to romp about if a garage was built.

Kim Jong Il said that it was necessary to build a playground for the children by widening the site of the garage which was being built behind the apartment.

An official suggested him continuing the building of the garage and laying out a good playground between the apartment and the garage.

With a smile on his face Kim Jong Il told the official that they were unwilling to remove pillars as they had already been erected for the garage. He said that it was necessary to lay out a playground and a park behind the apartment so that children would play there not in the street. He told to remove concrete pillars without hesitation and lay out a wide playground for the children.

Later, the pillars for garage were removed and instead a playground was laid out and the children, the pillars of the country, could romp about to their hearts’ content.
