On June 26, 1950, President Kim Il Sung delivered a historic radio speech Go All Out for Victory in the War.

After the radio speech, Kim Il Sung told officials of the Presidium of the DPRK Supreme People’s Assembly that it was necessary to institute not only the title of Hero of the Republic, the highest honor of the DPRK citizen, in order to award the servicemen of the People’s Army who displayed bravery and heroism in the sacred war for freedom and sovereignty of the country, but an order to award those who performed feats for victory in battles.

The Third Meeting of the DPRK Military Commission was held two days later, that is, on June 28, 1950. At the meeting Kim Il Sung said that the Order of National Flag 1st Class, the highest order of the Republic, should also be awarded when the title of Hero of the Republic is awarded. Praising that a gold-star medal is well designed, Kim Il Sung said that it would be advisable to promulgate a decree on instituting the title of Hero of the Republic in accordance with relevant procedures.
