In view of the then situation, the general thought that Kim Jong Il would give him an order of emergency.

However, to his surprise, Kim Jong Il’s order was to mobilize the KPA servicemen to the capital city construction.

After a while, Kim Jong Il told him about recreation of the servicemen. He said that their singing should be resounded from recreation centers even though a war might break out.

Listening to Kim Jong Il, the general shouted to himself. “We have already won!”
