One August day in 1976, a few days after the Panmunjom incident caused by the US imperialists, Chairman Kim Jong Il called a general of the Korean People’s Army to his office.
In view of the then situation, the general thought that Kim Jong Il would give him an order of emergency.
However, to his surprise, Kim Jong Il’s order was to mobilize the KPA servicemen to the capital city construction.
After a while, Kim Jong Il told him about recreation of the servicemen. He said that their singing should be resounded from recreation centers even though a war might break out.
Listening to Kim Jong Il, the general shouted to himself. “We have already won!”
