Looking at the officials, the Chairman said that it might be difficult to do ideological work repeatedly and efficiently, but it should be done among the masses working at fields, faces and other production sites.

The Chairman continued that it was necessary to take a decisive measure so that all the officials could conduct ideological work in a fresh way among the masses.
