    It was a consistent standpoint maintained by President Kim Il Sung in the revolutionary struggle that a baton is fit for a mad dog and shower of a fire for aggressors.

    After the “September 18 Incident” occurred in 1931, the President called a meeting of the heads of Antu regional revolutionary organizations in Songjiang (Kouantu).

    He analyzed the prevailing situation at the meeting. Stressing that war and aggression are the very nature of imperialists, he explained that in order to escape from the disastrous reality of Japanese economy caused by the world economic crisis started since 1929, the Japanese imperialists fabricated the aggression moves upon Manchuria in a planned way with the purpose of occupying China,.

    He stressed that, as a mad dog should be beaten down to death before it brought calamity to the people, the Japanese imperialists should be smashed in time before they impose the great calamities upon the Korean and the world people and an only way out for defeating the Japanese imperialists that armed to the teeth and winning independence of a country is to take up arms to fight against them.

    At that time, very ominous news was going about in Antu region that “the Japanese imperialists have occupied Shenyang,” “Dunhua has been occupied” and “the enemies will invade Antu, too, in a few days.”

     Every village was overcome with apprehensions due to all kinds of false rumors spread by the enemy’s stooges along with such pouring news.

    Under such situations, the revolutionary organizations were swing to the right or to the left as they failed to seek correct way for leading the public sentiment into the anti-Japanese struggle.

    Clear on the faces of the heads of the revolutionary organizations was the resolute resolution to take up arms in their hands to fight against the enemies at the risk of their lives.

    The President emphasized that it was not easy for us to take up arms, but the present prevailing situation called us to do so at any cost.

    He also stressed that waging an armed struggle was not only for the Korean people but also for the Chinese people, therefore, all the Korean and Chinese people should unite as one to take up arms to defeat the Japanese imperialists, and to do so, all our things including the arms, money, strength and power should be mobilized fully.

    He instructed that, although they might buy the rifles or make swords and spears, it was imperative to wrest weapons from the enemy. He explained that they should take away the weapons from individual policemen or stooges and attack the reactionary landlords for weapons at the beginning to gradually accumulate experience, and then attack small-scale enemy groups to take up arms.

    The Korean revolutionaries held the arms in their hands true to the instruction of the President that they should counter arms with arms, and defeated the Japanese imperialists with their own efforts to bring about national liberation.

    As a mad dog should be dealt timely with blows, the Korean people will mercilessly crush the enemies who dare infringe upon their dignity, by dint of the arms of Songun.
