At the 2nd Plenary Meeting of the Eighth Central Committee of the WPK, he gave warning to tendencies of self-protection and defeatism of officials in the sector of the economy who were to blindly follow others’ steps while acting from expediency under the pretext of conditions and circumstances. Solemnly declaring that the issue of building 10 000 flats in Pyongyang every year can never be abandoned, he gave an order of the President of the DPRK State Affairs to complete the building 10 000 flats in Pyongyang on the highest level through the army-people cooperation.
