It was in 2016 when the northern area in North Hamgyong Province was hit by flood.
The respected Comrade Kim Jong Un said to commanding officers of the Korean People’s Army that the Party wanted the KPA to be a core element and take the lead in providing the homeless people with good places to live and transforming the flood-hit area into a socialist fairyland. He said that the People’s Army should make a breakthrough with victory in rehabilitating the northern damaged area of the country in accordance with the Party’s trust and expectations.
Kim Jong Un said that the People’s Army should enlist every possible force for rehabilitation of the northern damaged area of North Hamgyong Province and carry through the most difficult undertaking with credit, thus demonstrating the spirit and might of a-match-for-a-hundred strong revolutionary army that does not know impossibility.
