Everyone with certain degree of knowledge and ability can become civil servant of the state.
The DPRK takes measures for the civil servants to work devotedly for the people, bearing in minds their mission and duty that they are workers serving the people.
It holds regular test to decide qualification of civil servants and promote their standard, according to the laws and regulations.
Criteria of the test for civil servant are whether they understand correctly the state policy and laws and regulations of relevant sectors, whether they have relevant special knowledge, whether they have organizing and commanding ability, whether they have merits, whether they observe laws and whether they possess noble moral traits.
They are disqualified if they do not have the test for civil servants without proper reason or fail to pass the test.
It doesn’t mean that the state restricts or excludes the right to free participation in the state administration.
In the DPRK where gender equality is realized, the rate of women, who work at public offices ranging from the highest organ of state power to the local people’s committee, is very high.
