Chapter 3 of the Socialist Constitution of the DPRK stipulates the following principled issues in order to ensure human rights in the field of culture.
First, the DPRK makes all people the socialist builders with profound knowledge about nature and society and high level of culture and skill and makes the whole society intellectual by thoroughly carrying out the cultural revolution (Article 40) and opposes the cultural infiltration by imperialists and the restorationist tendency and protects heritages of national culture and carries them forward in keeping with reality of socialism(Article 41).
Second, the DPRK develops the universal 12-year compulsory education on a high level(Article 45), develops the full-time education system and different systems of part-time study while working(Article 46), gives free education to all pupils and students, provides university students with scholarship(Article 47) and raises the preschool children at nurseries and kindergartens at the state and social expense(Article 49).
