It is to further expand and strengthen the Three-Revolution Red Flag Movement upholding the banner of the ideological, technological and cultural revolutions, thus transforming every sector, region and unit as required by the three revolutions.

It is also to set up a clear-cut long-term goals and stage-by-stage plans for developing the whole society and placing the lagged-behind sectors and units on a world level and implement them in a persistent manner, make positive efforts to share and transfer excellent technologies, experiences and means of progressive ones and coordinate the efforts in a rational way.

It is also to thoroughly overcome practices of regarding one’s unit as being “special” and self-centeredness in every sector and unit and establish the climate of helping the sectors and units that stay behind.
