    President Kim Il Sung said.

    “Our socialist law is the basic implement of state administration that has been created by the people themselves to safeguard the interests of the working masses.”

    It is one of the ways and principles of administering state and society to govern a country according to law.

    President Kim Il Sung and Chairman Kim Jong Il built a genuine country of the people, the Juche-oriented socialism for the first time in the 5 000-year long history of the Korean nation and thus unfolded a new history of building a genuine socialist law-governing country. True to intentions of the President and the Chairman, Supreme Leader Kim Jong Un put forward the idea of turning the DPRK into the most superior socialist law-governing country in which laws defend the people and the latter observe the former, and wisely leads the struggle for its implementation.

    The DPRK is the Juche-oriented socialist law-governing country for the people.

    Socialist law is for the masses of the working people. In socialism, laws are enacted for the good of the masses and they are executed in order to secure the independent and creative life of the masses. The Socialist Constitution of the DPRK and all its laws are enacted in reflection of the demand and will of its people and legally represent their substantial independent rights. Legal execution of judicial organs in the DPRK are aimed at and subordinated to securing the people’s independent rights and interests.

    Socialist law-governed country for the people is fundamentally different from the capitalist one.

    The capitalist class and capitalist government-patronized scholars describe the capitalist laws as the superclass ones which reflect and secure the will and demand of every class and social stratum. They assert that, as laws reflect the will and demand of all people, so their will and demand are fully realized if country is governed by the laws. As seen above, it is said that starting prerequisite of capitalist governing by law is that the law reflects the will of all people. This is a distortion and fabrication of class essence of the capitalist laws.

    The capitalist laws serve the capitalist class. There can be no laws that reflect the will of every class and social stratum in the capitalist society that is divided into the classes with hostile interests.

    The capitalist laws are enacted in order to defend and realize the self-righteous demand and interests of the capitalist class, in particular, of big monopoly capitalists and executed for the security of their privileged freedom and rights. Accordingly, the capitalist law-governing country cannot but become the one which serves big monopolists.

    Genuine law-based governing, the law-based governing for the people can be materialized only in the Juche-oriented socialist Korea where the people are masters of state and everything serves them.
