Chairman Kim Jong Il once acquainted himself with various plans to be carried out on the occasion of the 30th founding anniversary of the Workers’ Party of Korea and asked an official whether he had discussed the plans with workers.
The official failed to answer the Chairman. Saying that it was remiss of the official not to do it, Kim Jong Il told him a following story:
…Some rice plants fell down about the time when they were getting ripe in rural communities in the DPRK.
At that time, President Kim Il Sung saw that senior officials and scientists in agricultural sector took measures to settle the problem.
But, they failed to find out the cause why the rice plants were falling down.
In order to find out the cause, President Kim Il Sung met and had talks with agricultural scientists, technical workers, work-team and sub-work team leaders and water caretakers in different farms.
While having talks with the ordinary people, President Kim Il Sung realized that rice plants fell down only in the rice paddies where nitrogenous fertilizer was applied too much.
After all, the rice plants fell down due to much nitrogenous fertilizer…
Finishing the story, Kim Jong Il told the official to go among the workers to listen to their opinion about the plans, adding that the workers’ opinion means the Party’s intention and demand of the Korean revolution.
