    The DPRK adheres firmly to serve-the-people spirit in distributing and using dwelling houses and establish strict orders of using dwelling houses, so that modern dwelling houses built at the state expense can be distributed evenly to the people and used without any inconveniences.

    In the DPRK distribution and use of dwelling houses are made in accordance with the procedures and ways stipulated by the DPRK Law of Dwelling Houses and according to the principle of building modern dwelling houses in urban and rural areas and providing the people with them free of charge.

    Distribution of dwelling houses is made fairly and rationally by people’s committee and relevant organ, enterprise and group.

    Citizen who wants to be provided with a dwelling house present an application to people’s committee and relevant organ, enterprise and group. The people’s committee and the relevant organ, enterprise and group which accept the application make detailed comprehension of it, register the applicant on the list and distribute with responsibility a dwelling house to the citizen according to the building of dwelling houses.

    It is a principle to preferentially distribute dwelling houses to the revolutionary fighters, families of revolutionary and patriotic martyrs, families of those who died in action and were killed by the enemy, during the war, heroes, war veterans, honored ex-service persons, demobilized officers, teachers, scientists, technicians, men of merit and labor innovators. Dwelling houses with cultural and sufficient relaxation conditions are distributed to the working people in such labour-consuming sectors as coal and ore mines, and they are distributed compulsorily to the families which lost their dwelling houses owing to natural disasters and were removed according to the urban planning. Dwelling houses are distributed in consideration of the number of family, the conditions of attendance and habitation, etc. Dwelling houses built by the state for agricultural farms and those under the ownership of cooperative group are distributed to farmers, workers and officials who work at the farms.

    Newly constructed dwelling houses are distributed under the condition that they are passed in the inspection of completion and listed by dwelling house management organ. Those that were already used are distributed only when the former residents do not live in dwelling houses.

    Citizen who is distributed with a dwelling house uses it after making an application for its use to people’s committee or relevant organ and receiving permit of its using.

    Citizen has the rights to exchange, moving and sharing the same house after receiving approval of the people’s committee or relevant organ. Citizen is obliged to keep inside and outside of his or her dwelling house clean and tidy and pay for its use.

    Such acts as making a citizen move into or moving into dwelling house without permits, exchanging dwelling house out of selfish or unfair purposes, purchasing or illegal broking dwelling houses of state ownership are thoroughly prohibited.
